Oscar Lucas is a consulting actuary with Axene Health Partners, LLC. He has broad experience in the health care space and this diverse background provides Oscar with insights and solutions to challenges facing providers, payors and regulators of health care today.

He joined AHP following a successful career at Premera Blue Cross where he served as Vice President and General Manager. In the role, Oscar was responsible for the Health Care Economics and Corporate Informatics functions.

Prior to joining Premera in 2001, Oscar was a Principal and Consulting Actuary with the Seattle Health Care Management practice of Milliman. In this position he worked with the founding members of AHP while they were part of that same consulting practice. He also served as Vice President and Treasurer of Pacific Heritage Assurance in Portland, Oregon.

Oscar holds a Bachelor of Science in mathematics from Portland State University.

Oscar and his wife recently relocated to Fox Island, Washington to spend more time enjoying the outdoors with their 2 children and 3 grandchildren.
