AHP Senior Consulting Actuary, Greg Fann, FSA, FCA, MAAA, was quoted in a recent article about ACA risk adjustment payments for years 2014 to 2018 being invalidated by to a New Mexico district court. Greg notes that the ruling temporarily prevents further collections and payments from being made, and while the ruling and the CMS announcement do not reference 2019, any future changes to risk adjustment methodology will impact insurer rate levels in both directions.
